The idea of Whakaora was seeded in conversations between the late Caroline Robinson and Jerome Partington, sparking into life just before COVID-19 as a role it could play between government, community organizations, and industry emerged. It has been in the birthing channel over the last few years, developing regenerative capability and midwifed, building capacity, by the current team into a living organiation—a being in its own right, with a life of its own, that is ready to serve.
